Senior Dynamics Developer

About the Role

ThunderYard is seeking a Microsoft Dynamics 365 Developer to support the Department of Veterans Affairs’ Travel Claims Portal (TCP) and Travel Claims Management (TCM) system. This role is part of the VA’s ongoing effort to modernize and integrate its travel reimbursement services for Veterans and caregivers, ensuring seamless digital access, compliance, and interoperability across VA platforms.

The ideal candidate will have hands-on experience developing, maintaining, and enhancing Dynamics 365 (D365) applications, Power Platform components, and API integrations within a complex, enterprise-level environment. This position plays a critical role in maintaining mission-critical applications while supporting migration efforts to VA.gov.

Key Responsibilities

The D365 Developer will:

  • Maintain and enhance the public-facing Travel Claims Portal (TCP) in Microsoft Dynamics until its functionality is fully migrated to VA.gov (target: end of FY26).
  • Support and enhance the staff-facing Travel Claims Management (TCM) portal in Microsoft Dynamics, ensuring stability, security, and continuous improvement.
  • Maintain and enhance APIs, including the Travel Pay API and Claim Ingest API, to support digital submission, integration with VA.gov, and the VA Health and Benefits Mobile App.
  • Ensure full Section 508 compliance across all user-facing features and components.
  • Support vets-api integrations with the Travel Pay API to enable cross-platform functionality.
  • Plan and implement system enhancements to support additional Beneficiary Travel modalities and claims processing workflows.
  • Develop and implement enhancements based on change requests, optimization needs, and modernization objectives.
  • Provide production support, including defect remediation, bug fixes, and performance optimization.
  • Support integrations with other enterprise systems, including iFAMS, Oracle Cerner, FSC, and future integrations as required.
  • Contribute to ATO (Authority to Operate) processes, ensuring security and compliance standards are met.
  • Define and implement data cleanup and retention policies in alignment with VA governance.
  • Support deployment activities to VA.gov production systems and adhere to established release schedules.
  • Maintain living documentation, code repositories, and transition materials to ensure continuity of operations and knowledge transfer.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or a related technical field (or equivalent experience).
  • 5+ years of experience developing and supporting Microsoft Dynamics 365 / Power Platform solutions.
  • Strong proficiency with Dynamics 365 CRM / CE, PowerApps, Power Automate, Dataverse, and Azure Services.
  • Experience developing and maintaining RESTful APIs and integrating D365 with external systems.
  • Proficiency in JavaScript, C#, .NET, and TypeScript for D365 customizations and plugin development.
  • Knowledge of 508 accessibility standards and experience implementing remediation measures.
  • Experience working in Agile / DevSecOps environments using tools such as Azure DevOps or GitHub.
  • Strong understanding of security and compliance best practices in federal or healthcare systems.

Preferred Qualifications

  • Experience supporting federal government or VA systems.
  • Familiarity with VA.gov platform architecture, vets-api, and Veteran-facing digital services.
  • Understanding of FISMA, ATO, and FedRAMP requirements.
  • Microsoft Certified: Power Platform Developer Associate or Dynamics 365 Developer Associate.
